Of course it appears (as I can see) there are still differences in the 2 BoKs (GB vs BB), but reducing DOE and probability cognition levels by so much is pretty drastic.
I will elaborate on the distinctions:
(2) Understand Be able to read and understand descriptions, communications, reports, tables, diagrams, directions, regulations, etc.
(3) Apply Be able to apply ideas, procedures, methods, formulas, principles, theories, etc., in job-related situations.
(4) Analyze Be able to break down information into its constituent parts and recognize the parts’ relationship to one another and how they are organized; identify sublevel factors or salient data from a complex scenario.
(5) Evaluate Be able to make judgments regarding the value of proposed ideas, solutions, methodologies, etc., by using appropriate criteria or standards to estimate accuracy, effectiveness, economic benefits, etc.
Given that these topics are used to determine statistical significance, I concur with your concerns that demonstration of these items at the Evaluate level is a reasonable expectation for a Six Sigma Black Belt based on the description of “using appropriate criteria or standards to estimate accuracy, effectiveness, …”
