Is America in the midst of a Cold Civil War?
An article with the premise that the U.S. is in a Cold Civil War titled "America’s Cold Civil War" by Charles R. Kesler, led me to other articles and conversations on conservative sites that provide credence to the observation. Does the polarity in political, economic, cultural, and social issues represent special cause variation, e.g., indications of systemic change?

Whether common or special cause will depend on what metric you use to evaluate it.  And will be difficult to get good data that isn't skewed by the media, which likes to stir things up to get clicks.
What metrics would you use to assess the stability of the political system?  

What percent of policies supported by the citizens are enacted into law?  "Professors Martin Gilens (Princeton University) and Benjamin I. Page (Northwestern University) looked at more than 20 years worth of data of federal policies and concluded that the opinions of 90% of Americans have essentially no impact at all " suggesting that the U.S is functioning as an oligarchy.  https://act.represent.us/sign/the-problem
