In an organization, who should ultimately be responsible for data quality?

That question will be arguable for many.  In my organization, data quality is the responsibility of those generating the data.  The quality department can audit the data, but ultimately those who generate it are responsible for it being correct.

Unfortunately, many organizations default to the quality department for data quality - regardless of where it comes from.  Unless one has a data representative in every department reviewing every transaction, that is going to be a might tough ill to swallow.

I agree here, too! I am the quality department for my company and sometimes the expectation is that I will figure out what needs to be measured, how to measure it, and how to ensure the data is correct. Even if this were possible, it is not a good way to develop meaningful data collection that will drive improvement.
